This may be true, but only for the Card Data Environment because companies focus the more stringent requirements of PCI-DSS only to the environment which is in scope. They intentionally segment that environment (processes, data, and network) from the rest of their network. If you are a service provider or a card or a payment brand, this may already be in place, but if not, you have the concept and would need to apply to the rest of your environment, processes, and data - which is not a simple matter.
