Burnt by the Stove
I find that many wont reform their bad habits until they themselves are burnt by the stove. Its the mindset "This won't happen to me" that sinks them. But the frequency of these attacks should provide evidence to why a sufficient data backup program is required.

I agree, look at Atlanta, Baltimore and other  areas in Florida. This says to me there is a lack of knowledge and understanding when it comes to this type of attack

 The mayor from Atlanta stated that she needed more federal assistance in addressing the problem. I am not sure if that is the case, because there are a number of organizations who they could have contracted to address this problem (FireEye, Comodo, Cisco, VMware, IBM, etc). To the point Ryan made, they are only willing to do something if they have been burned (this sounds similar to OPM, but that is for another conversation).

ransomware
Sometime if you have insurance paying ransomware is cheaper than trying to recover data with your own resources.

because there are a number of organizations who they could contracted to address this problem (FireEye, Comodo, Cisco, VMware, IBM, etc). These organizations can help a organization to protect themselves, however it always starts with the organization itself, they need to have a mindset that they want to protect themselves.

Ok, if a person is ignorant, how can he/she be knowledge? They could be knowledge in a particular area but not in IT security, again it goes back taking advantage of the resources and implmenting proper controls, training and quarterly simulation attacks to test where they are in the cybersecurity process (of course there are other areas like HR, Admin training, Building Security, Development/Training, CMMI coding design, etc.).

Well that is what your security staff is there for. If the staff cannot express their concerns to executive members, then there needs to be a conversation with the oversight commitee or the Chairman's office that can push their initiative. It will take time but it can happen (they need to build alliances first before moving forward and maybe educating the internal staff members so their message will come from everyone - IT Social Awareness).
