From experience .....
I spent 8 months before the mast with a Wipro-IBM client in 2016 to 2017 before joining my current job and it was a nightmare.  The GSD - General Service Desk (help desk) would take 9 days !!!  to route a ticket from one corner of the floor over to me for attention.  If the GSD called user back and 3 times no answer?  WELL, THAT PROBLEM WAS RESOLVED and they close and move on.  Only a few of the Virtual system people were super good.  My job was to FIGHT for my users against Wipro-IBM and right now this firm is engaged in a fight to rid themselves of the outsource decision and bring IT in house again.  ALL THIS points to a horrible mis-managed environment in India so I am NOT surprised at all.   (IBM was present through WWTS - World Wide Tech Services - I had a fairly good relationship on that one but they were allied with Wipro on corp level).

Situation was so bad that the firm fired the CIO a while back - she was the advocate and possible kickbacks - and her team.  New staff wants rid of Wipro, again indicator of bad practices in motion.  Having security holes on this scale is what i would expect.
