This is not for stealing files, it is for downloading all passwords for all users
...allow an attacker to hijack sessions and steal files...

 

Almost. This does allow you to hijack sessions, yes.

But the risk is not "someone uses it to steal some files".

 

The risk is "someone uses this to steal all passwords for all users from the domain controller".

That is what you can do if you hijack the session for the domain administrator.
