I'm conflicted about the application. I'm more conflicted about how killing the legal, public sale of these types of applications will drive knowledge about them and sales of them underground. Also, yesterday if you suspected your child was self destructive, maybe drugs, maybe something worse you could find out. Now... tough, buy a insurance policy and wait for the payday.
