Agee. Mostly old equipment and vulnerable to simple well-known attacks. One approach they can use is to create a layered defense system. Set of measures instead of one single security measure.

I agree. The problem of not having quick response and outdated equipment. They most likely have non-patched systems working in different departments without anybody knowing it.

Good guys are losing
Obviously good guys are losing against bad guys when it comes to cyber-war. Everything and anything is being attacked and Governmental offices are not exceptions. We have to take a look at security in brand new point of view, the way we secure ourselves is not securing us.

That's extremely interesting, as Alan Paller says, that Federal networks are flat, extend a great distance and have few segments that can be used to control an intrusion. Reform is needed on that front as soon as possible. The cure is not foolproof but we should at least make life more difficult for the hackers with some well-proven techniques. Nice job here, Jai.

State Dept. Breach Heightens Concerns Over Resilience Of Government Networks
It is foregone conclusion that government information systems are a "target rich environment", given the potential treasure trove of data they contain, and the various threat agents that have them square in the bull's-eye. I wonder if the infosec teams within those agencies have the ability to respond to those threats in a timely manner. If the infosec organizations are not nimble enough to respond to the ever changing threat landscape, then we will see more and more of these breaches. Whenever I hear the term "government", the first thing that comes to mind is bureaucracy – hardly an environment conducive to quick responses.
