Boundaries
Clearly there exisited a long-standing boundary between state-level and county-level jurisdiction in Iowa.  In the state in which I live, a single county may comprise a single judicial district or a judicial district my comprise more than one county.  Our sheriff departments enforce the judicial orders of the district court and also provide courthouse security.  Wanting to rely on a recorded phone call contents is not nearly as great as having the call  in writing as in a written contract that enumerates the specifics.  I never saw the articles on this incident but Gary's comment  that everyone remembers the article but no one remembers the retraction is, to me, an indictment of the state of journalism across the land.  Better to get the lurid details out and then place the backstory that emerges sometime later (there are current examples relatie to recent events) on page 36 rather than ensure that what is run is accurate and complete.  Setting and controlling the narrative looks to be where media is wanting to be.
