That's quite a radical view for the CSO's place on the org chart. Do you know of any companies where that reporting structure exists in an org chart?

CSO Reporting
The CSO should report to the BOD.  Much like an audit function, the CSO should maintain independence from Management to prevent any undue influences from preventing proper security decisions/controls to be implemented.
